    ULI Pittsburgh is excited to present a detailed "walk through'" of the Downtown-Oakland-East End Bus Rapid Transit project and its critical connection between Pennsylvania’s 2nd and 3rd largest economic and employment centers.

    David Huffaker

    Port Authority of Allegheny County

    David Huffaker joined the Port Authority of Allegheny County as the Chief Development Officer in September 2018. In that role, David oversees the Engineering and Technical Support functions, long range Planning, Scheduling, Contracted Services (ACCESS) and the Transit Oriented Communities Programs. He joined the Authority after a 15 year stint at Sound Transit, a regional provider of express bus, commuter rail and light rail in Seattle, Washington. David has been active in the American Public Transportation Association (APTA), where he was a member of the Leadership APTA class of 2014, and participates on a number of APTA committees. He was also a member of the Eno Transit Senior Leadership Class of 2018. David has been married to Barbara Staley for more than 30 years, and they have four children, including an daughter in Boston, a son in Chicago, a son who is a junior at Penn State University, and a high school senior in Pittsburgh. David coached many soccer and baseball teams, and has volunteered on several charitable boards. He is also a member of the longest running fantasy baseball league in the country.

    Katharine Kelleman

    CEO, Port Authority of Allegheny County

    Katharine Kelleman serves as chief executive officer of Port Authority of Allegheny County, the public transit system serving the Pittsburgh region. Katharine often tells her staff and community to dream big - and she means it. She sets her sights high for herself and her team and, most importantly, she follows through. Whether it was becoming the youngest director in the Baltimore transit system, the youngest Chief at the Hillsborough Area Regional Transit (HART) in Tampa, Fla, being the first female with young kids to be the CEO at the Port Authority, or being in the top 10 for the American Taekwondo Association’s World Standings female black belts in 2003, she exceeds her goals and leads her team to do the same. Since joining Port Authority in 2018 as CEO, Katharine has focused on providing safe, reliable, and more affordable and accessible transit service to the Pittsburgh region. She has established better communication with customers, fought to find creative and incremental solutions for a more equitable fare system, and championed the development of a 25-year plan for the agency. As the 15th biggest bus agency and one of the top 25 biggest transit agencies in the country, Port Authority provides critical service to the region which has been highlighted throughout the pandemic. Katharine’s leadership at Port Authority during this tumultuous time enabled the agency to rapidly adapt to serve the community. During this time, Port Authority continued to gather robust community feedback despite social distancing, instituted more rigorous cleaning protocols system wide, and created a national award winning “Room2Ride” Program that uses previous weeks’ data to help riders determine which bus during the day is likely to have room for them during pandemic restrictions. Katharine received her bachelor’s degree in history from the University of Colorado at Colorado Springs and her master’s degree in public administration from San Angelo State University. She serves on the Board of Directors for the American Public Transit Association, local United Way, as well as WTS International.

    Chris Sandvig

    Executive Director, Pittsburgh Community Reinvestment Group

    Founder & Executive Director, Mobilify Southwestern Pennsylvania While Mobilify is new, it’s founded on the principles, technical knowledge, advocacy experience, and community-based approach that its Executive Director has honed to drive progressive transportation systems change for over a decade. Chris believes that progressive, people-first transportation puts community priorities first. He uses this philosophy to “democratize” mobility and build coalitions that elevate the modes and land uses most equitably and sustainably achieve those goals. Prior to Mobilify, Chris spent 12 years successfully accomplishing this through efforts like advocating for new transit funding; prioritizing community revitalization in transportation policy development, procuring funds for infrastructure justice in low-income minority communities, bringing Rail~Volution to Pittsburgh to educate the region on these linkages, and other efforts. Chris holds a BS in Industrial Engineering from Penn State and a MS in Public Policy and Management from Carnegie Mellon, concentrating in urban and regional economic development. He identifies as infrastructurist and gets around primarily via transit, bike, or foot.
