    Join the Women’s Leadership Initiative (WLI) of ULI Pittsburgh as we hear from Susheela Nemani-Stanger, the first woman to hold the role of Executive Director at the Urban Redevelopment Authority. Susheela, interviewed by Elaine Magil of Cinnaire, will share her career development path, insights on leading the URA, and her efforts to champion diverse leadership within the organization. Throughout her career with the URA, Nemani-Stanger has directed the planning, financing, and implementation of significant mixed-use, transportation, infrastructure, and public space projects within the City of Pittsburgh. A Pittsburgh native, Susheela recognizes the diversity of Pittsburgh’s neighborhoods, and her goal is for the URA to contribute to positive change and a lasting legacy in the city we love.

    Susheela Nemani-Stanger

    Executive Director, Urban Redevelopment Authority of Pittsburgh

    Susheela Nemani-Stanger is the Urban Redevelopment Authority of Pittsburgh’s (URA) Executive Director. As the leader of the organization, she facilitates its mission to build a prosperous and equitable economy for all of Pittsburgh. Nemani-Stanger is the first woman and first person of Indian descent to hold the Executive Director position in the URA’s 77-year history. Before the URA, she served as Allegheny County Economic Development’s Deputy Director. While there, she managed the project-related divisions including development, business expansion and attraction, affordable housing development, and planning, in addition to providing oversight over the tax diversion and abatement program unit. During a previous 13-year tenure with the URA, she directed the overall planning, financing, and implementation of significant mixed-use, transportation, infrastructure, and public space projects within the City of Pittsburgh. As the URA’s Director of Economic Development, she formulated public-private partnerships related to the City’s Tax Increment Financing and Parking Taxing Diversion programs and was instrumental in creating and financing the first Transit Revitalization Investment District in the Commonwealth of Pennsylvania. For a short time after the URA, Susheela led an effort for WQED’s partnership with the Black Equity Coalition and POISE Foundation to produce a COVID-19 vaccine hesitation public health campaign. A Pittsburgh area native, Nemani-Stanger returned to Pittsburgh to pursue a Master of Public Administration degree from the University of Pittsburgh’s Graduate School of Public and International Affairs, focusing on urban and regional affairs after working in Philadelphia and Baltimore. She also holds a Bachelor of Arts from Mercyhurst University in Erie, PA. She lives in Squirrel Hill with her family. The URA is the City of Pittsburgh's economic development enterprise.     SVP, Equity, Cinnaire

    Elaine joined Cinnaire in 2021 as a Senior Vice President, Equity Underwriting in our Detroit, MI, office. She leads our real estate equity investment team as they analyze assets associated with the Low-Income Housing Tax Credit (LIHTC) program, state housing tax credits, and Historic Tax Credits (HTC). Elaine is a dedicated advocate for affordable housing who has provided financing and investment support to non-profit organizations for more than 15 years. She served as Investment Manager, Assistant Director, and Director of Affordable Housing Advisory & Transactions for TCAM, LLC. Before that, she was a Senior Associate, Acquisitions for R4 Capital, a LIHTC syndicator, and Senior Manager of Strategic Initiatives at WoodGreen Community Services. She is a frequent writer, presenter, and educator on a range of topics in housing and community development. Elaine earned a B.S. and M.S. from Georgetown University and an MBA from Boston University. She serves on the Steering Committee of Women in Housing and Finance - Pennsylvania, the Board of Directors of ACTION Housing, and is active with ULI Pittsburgh.
